Eviction Prevention, Rental Assistance, and Diversion

Offering a variety of short-term funds and support to prevent eviction (arrearage/back-rent), we provide security deposits on new housing opportunities, provide relocation support, and other diversion services.


Rapid Re-Housing

We provide short-term rental assistance (up to 12 months) with case management. Rapid Re-Housing subsidizes and supports housing in the community with the intention that the tenant will afford the housing after the assistance has ended. This program serves up to 30 individuals.

permanent supportive housing

Liberty follows Housing First principles to assist the people it serves in resolving homelessness. Permanent Supportive Housing (PSH) is a combination of supportive services and rental assistance which are intended to create a foundation for people with chronic homelessness histories to rebuild their lives. Permanent Supportive Housing takes place in either scattered site or site-based environments.


Site-based

Liberty has 51 site-based housing units over four properties. In addition to rental assistance, the program has case management and support services located within the building.


Scattered-site

Scattered site housing means people rent apartments in market housing in neighborhoods throughout the greater New Haven area. Case Managers and other Supportive Services will see clients in the community, at their apartments or at the office based upon needs and preferences. Liberty provides scattered site housing services to almost 250 people.

outreach & engagement services

Liberty takes a comprehensive approach to outreach and engagement efforts. These services are focused on identifying and engaging people who are experiencing unsheltered homelessness in the greater New Haven region.


Street Outreach

Outreach staff engage with people at likely places people can be found (New Haven Public Library, soup kitchens, encampments, abandoned buildings, and other public places). Workers link people to needed services and care.


Next Step Resource Center

Liberty operates a homeless navigation hub for people experiencing unsheltered homelessness. The hub is a place to take a shower, do laundry, get a meal, and access services including health/clinical care, employment, and housing placement assistance.

POWER (Pursuing Opportunities With Employment & Resources)

POWER uses a “job club” model that brings together resources and job seekers to share resources, support, and advice through networking and learning groups, individualized career planning and job search assistance with referrals to additional services, and the Liberty Job Seekers’ Assistance Blog.


SOAR (SSI/SSDI Outreach, Access, and Recovery)

SOAR is a model designed to increase access to disability income benefits for individuals who are experiencing or at risk of homelessness. A SOAR Specialist is on staff to provide this service to individuals with disabling conditions that impede their functioning and impact their ability to work. The SOAR Specialist helps them navigate the complex SSI/SSDI system.
